Insulation must be topped-up as required. A good test for whether insulation must be topped up is to take a baked beans can into the ceiling.  If the insulation height is less than the can laying on its side, it needs to be topped up to at least as tall as the can standing up.  If the insulation height is between the can laying sideways and standing up, it is a good idea to add more insulation. If the height of insulation is greater than the can standing up: all good!
