Does social housing have the same tenant protections as a private rental?

Housing New Zealand and community housing providers have to follow the Residential Tenancies Act 1986 (just like landlords in the private rental market). So do local councils. In addition to the rights that private tenants have, all social housing has to have ceiling and underfloor insulation (although the landlord has 3 months after you move in to install it).
