Your boarding house rent will normally cover the cost of services like electricity, gas, water, phone and internet.  Your tenancy agreement has to say what services are provided by the landlord.
You can *only* be charged for these things separately if there is a way to know exactly how much you are using (e.g. you have your own landline, or a seperate power meter). If you have concerns about what you are being asked to pay for, you can call Tenancy Services for free advice on what to do.
