A landlord can increase the rent to cover their insulation costs, but only if you have a periodic tenancy (i.e. no end date) or a fixed tenancy that allows for regular rent reviews. They would need to give you the normal amount of notice.
If you’re in a fixed tenancy with no periodic rent reviews, the landlord can’t increase the rent. They could apply to the Tenancy Tribunal for an order letting them increase the rent, but it is unlikely they’d be successful because the law now requires most rental properties to have insulation.
